This sentence is by the decree of the [heavenly] watchers, and the decision is by the word of the holy ones, to the intent that the living may know that the Most High [God] rules the kingdom of mankind and gives it to whomever He will and sets over it the humblest and lowliest of men.
Government is the system or group of people governing an organised community, often a state. It usually consists of legislative, executive and judiciary. Government is the mechanism for deciding state policies and the means by which those policies are enforced.
Governments have their ups and downs. Our politicians are human beings with human weaknesses.
Proverbs 29:2

2 When the righteous are in authority, the people rejoice: but when the wicked beareth rule, the people mourn.
Romans 13:3-5

3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:
4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.
5 Wherefore ye must needs be subject, not only for wrath but also for conscience sake.
Common sense tells us that good government is more conducive to the work of preaching the gospel and reaching men for Christ. That is not difficult to see.
1 Timothy 2:1-4

1 I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men;
2 For kings, and for all that are in authority; that we may lead a quiet and peaceable life in all godliness and honesty.
3 For this is good and acceptable in the sight of God our Saviour;
4 Who will have all men to be saved and to come unto the knowledge of the truth.
Where there is violence, lawlessness, crime, repression, dishonesty, and graft, the gospel’s work is hindered. Because God wants all men to have the best opportunity to hear the truth, He favours the good government,
“for this is good and acceptable in the sight of God our Savior.” So, what are we to do about it? We are to pray for it.
Jeremiah 29:7
Amplified Bible, Classic Edition
7 And seek (inquire for, require, and request) the peace and welfare of the city to which I have caused you to be carried away captive; and pray to the Lord for it, for in the welfare of [the city in which you live] you will have welfare.
It has been said many times that if Christians would take the time they spend criticising the government for praying for it instead, they would have much less to criticize.
Christians are responsible primarily for praying for their government.
1 Timothy 2:1-4

Prayer for the government and those in authority is the first specific prayer responsibility of Christians.
We are to pray for God to raise up the righteous and put down the wicked.
Psalm 75:6-7

7 But God is the judge: he putteth down one, and setteth up another.
Daniel 2:20-22

20 Daniel answered and said, Blessed, be the name of God forever and ever: for wisdom and might are his:
21 And he changeth the times and the seasons: he removeth kings, and setteth up kings: he giveth wisdom unto the wise, and knowledge to them that know understanding:
22 He revealeth the deep and secret things: he knoweth what is in the darkness, and the light dwelleth with him.
Proverbs 10:9

9 He that walketh uprightly walketh surely: but he that perverteth his ways shall be known.
That is a Scripture to use to root out perversion and corruption in the government. And God is going to do that in Jesus’ Name.
Cases of corruption, financial, and moral corruption will be laid bare in our government.
God will purge every wicked and evil in our nation’s government in the mighty Name of Jesus.
